Who Does Riprap and Seawall Work on Smith Lake?

Riprap, seawall and dock work on Smith Lake is done by independent contractors, and this site doesn't do any of it. What we can do is explain how Alabama's contractor licensing works for jobs of this size, where to look a contractor up, and the Smith Lake–specific questions worth asking before you sign. Contractors are responsible for their own licensing and insurance; checking is up to you.

Alabama's two contractor boards

Two state boards license building contractors in Alabama, and which one applies depends on the kind of work and its cost.

Home Builders Licensure Board (residential)

The Alabama Home Builders Licensure Board licenses residential home builders. Its law applies "when the cost of the undertaking exceeds ten thousand dollars ($10,000)," and the cost of the undertaking means "The total cost of the materials, labor, supervision, overhead, and profit." For a licensed builder, the law says the contract "shall contain the licensee's license number issued by the board," and requires the builder to disclose in writing "whether the residential home builder has obtained and is currently maintaining liability insurance."

Licensing Board for General Contractors

The Alabama Licensing Board for General Contractors licenses general contractors. Legislative Act 2024-277, effective October 1, 2024, raised its threshold, "an increase to the minimum contract amount from fifty thousand dollars ($50,000) to one hundred thousand dollars ($100,000)."

The home builder law we read doesn't mention docks, seawalls, piers, boathouses or retaining walls by name, and we didn't find a statement from either board about lakefront work. Whether a lakefront job falls under one of them is a question for the board, not something this site can settle. Call the board and describe the job if you're unsure.

How to look a contractor up

Search by the business name and the person's name, and check that the license is current. Ask for the license number in writing and compare it with what the board shows.

Doing it yourself

The home builder law exempts "Owners of property when acting as their own contractor and providing all material supervision themselves." That doesn't exempt you from Alabama Power. The shoreline permit, the Corps verification, the backfill rules and, on habitat shorelines, the ENS method and winter window all apply whoever does the work.

Smith Lake questions to ask any contractor

These are questions for you to ask. They aren't claims about any contractor.

  • Turtle habitat. Have you built enhanced natural stabilization shorelines on Smith Lake? Do you have Alabama Power's ENS contractor's guide, and can you fit the job between November 1 and March 31?
  • Permits. Will you prepare the sketch and application, and will you be named on it as my agent? Is the Alabama Power fee in your price?
  • Corps limits. How will you keep bedding fill under the Corps' limit below the high-water mark? For a seawall, how far out will the new wall sit?
  • Materials. What stone, what size, from which quarry? Filter fabric or stone filter? Is the backfill something Alabama Power has approved?
  • Access. Barge or land? What happens to my yard, and who repairs it?
  • Timing. When can you start, and will you finish within the permit's one year?

Before you sign

  • Get a written contract that describes the work, the materials, the price and the schedule.
  • If the job falls under the home builder law, the contract should carry the builder's license number.
  • Ask for the builder's liability insurance in writing, and check it with the insurer.
  • Don't let work start until Alabama Power's permit is issued.
  • Keep copies of the permit, the contract and your before-and-after photos together.

Who does the work questions

Does this site check contractors' licenses?

No. Contractors are responsible for their own licensing and insurance. Use the board lookups above before you hire anyone.

Does a $12,000 riprap job need a licensed contractor?

The home builder law applies to residential home builders above $10,000, but its text doesn't say whether shoreline work counts. Ask the Home Builders Licensure Board.

Who signs the Alabama Power application, me or the contractor?

You, as the property owner and Permittee. The contractor can be listed as your authorized agent.
